Grovyle, though given the perfect chance to end Lugia, backs down, stating he'd be no better than the legendary if he resorted to murder. Of course, like Sarah says, that isn't the real reason; Lugia used to be his best friend and Grovyle can't bring himself to kill him.
As for Dash's plan, I always figured that low-rank outlaws were just put in jail, but the high-ranked ones (for example my character Thorne) were sent somewhere more secure; a prison in the middle of the ocean was the first thing to come to mind.
